Carl Kandutsch was born and raised in Bar Harbor, Maine. He holds a B.A. from Johns Hopkins University, a Ph.D. from Yale University, and a J.D. from the University of Washington School of Law.
While at the FCC, Carl took a lead role in drafting amendments to the Commission's rules governing the disposition of cable home run wiring and cable home wiring. He then went on to become General Counsel for DirecPath, LLC, one of the largest and most successful private cable operators in the United States. Since 2008, Dr. Kandutsch has operated a solo law practice in Plano, Texas, representing Multi-Dwelling Unity (MDU) property owners and managers, as well as broadband service providers, at the intersection of real estate and telecommunications law.

A bulk service agreement differs from a non-bulk or “retail” agreement (also known as an “access agreement” or a “right of entry agreement”) in that under the former it is the property owner (or, in the case of a condominium or other common interest development, the homeowners’ association (“HOA”)) – and not the individual subscribing resident – that receives and pays the monthly invoice from the service provider.
